A round table dedicated to the prospects for the development of competition in energy was held on September 28 at the Ukrainian Crisis Media Center.

The purpose of the event was to discuss the effectiveness of competition legislation of Ukraine, identify problematic points, and improve dialogue between business representatives and authorities.
The event was held by the DiXi Group analytical center and the EUEA European-Ukrainian Energy Agency with the support of the European Union as part of the project "Increasing the influence of civil society on energy reforms in accordance with the implementation of the Association Agreement."
On behalf of the Ministry of Energy, Oleksandr Ponomarenko, director of the Department of Economic Development Strategy and Investment Policy, took part in the event. In his speech, he noted that the attraction of investments depends on the perfection of the legal framework, the protection of investors and the creation of appropriate conditions for work: "All investors are asked to say whether stability will be legislative, or whether the state will provide additional guarantees."
In addition, the development of secondary legislation that will ensure the functioning of the market is equally important. "The task of the Ministry is to create legislation that will allow the market to work on its own," O. Ponomarenko emphasized.
The first deputy head of the Antimonopoly Committee Maria Nizhnyk took part in the discussion of the issues, who spoke about the legislative framework and practical implementation of competition in the energy sector. The first secretary of the EU Representation in Ukraine, Jose-Manuel Hernandez, outlined what needs to change to improve competition in the energy industry and what is the place of AMCU in the process of these changes.
The speeches raised, in particular, issues related to the implementation of the European system of state aid regulation, compliance with the principles and requirements for the transparency of state aid, the creation of a national control system, which is especially relevant for the energy sector.
Finally, the experts once again emphasized the need to speed up the process of implementing the obligations of the Association Agreement with the EU in terms of competition, especially regarding the creation of a complete register of state aid schemes, the development of evaluation criteria and the selection of recipients of state aid
